CHARLESTON, W.Va. (WDTV)- West Virginia Governor Jim Justice announced he will not sign the budget Wednesday morning, but instead will let it go into law without a signature.

This decision will likely avert a government shutdown, which would have occurred if a budget were not passed by July 1.

"I can't possibly put my name on this," Justice said. "We don't need to cripple our state anymore."

The governor believes the proposed plan would cause many people pain and would not solve any of the state's problems.
