"The risks are very high - especially taking into account the rhetoric," said Russian Foreign Minister Sergey Lavrov.

Russia is working with China on a plan to temper the situation, a quote "double freeze".

It would involve the US ending its routine joint military drills with South Korea this summer, while North Korea would stop its own military tests.
