Shovel or Pay; Clarksburg's Winter Law

More snow is on the way. As some folks continue to shovel their sidewalks, others continue to ignore it. But in one Harrison County city, if you don't shovel, you could be handing the city your hard-earned cash.
The Clarksburg ordinance states, "No owner of a lot or the agent in charge...shall permit snow and ice to accumulate on the sidewalk in front of or abutting upon such property for a period of more than 24-hours after the snow or ice has fallen."
Some residents cleaning up Monday find the law surprising. "I didn't know about the ordinance, but now I do and I'll definitely make sure I keep them (sidewalks) clean," says Clarksburg resident Bill Dillon.
For many folks, walking from one place to the other has become a more difficult task. One minute you could be walking on the sidewalk, the next, you're forced to walk on the street. "The safest place to walk the last couple days has been the streets," says Clarksburg property owner Ralph Pederson. "But you've got to be concerned about cars coming up behind you or coming towards you."
The city sees this as a safety hazard too and says after 24-hours, they can remove the snow and ice on your sidewalk at your cost.
So with 3-6 inches of snow predicted by the end of Wednesday, some prepare with enthusiasm, while others are already anxious for summer. "I heard we're getting another one and I'm so tired of shoveling snow right now," says Pederson. "I understand the frustration of not shoveling it as well because people have had enough of shoveling already this year. But here we go again."
The ordinance has been in effect since 1969.
