A Clarksburg woman is arrested for reportedly attacking a 15 year old African Amercian girl.

Rebecca Lowe,32, turned herself into the Clarksburg Police Department Tuesday morning now she's charged for violating a person's civil rights.

Clarksburg PFC Mike Kiddy took Lowe into custody and she was arraigned in front of Magistrate Warren "Gizzy" Davis.

Davis set bail at $20,000 cash or surety.

On Sunday she reportedly put on a white sheet that read KKK, yelled racial slurs, and attacked the young girl at an apartment building on West Pike Street.

Prosecuting Attorney Joe Shaffer did talk to the girl's mom and she's recovering from bruises and the mental pain.

NAACP Treasurer James Griffin says,  "I was not surprised, but it's unfortunate that racism is still happening today."

He says racism is like cancer and it spreads fast so they're happy authorities handled Lowe's arrest so quickly.
