Couple Charged with Child Neglect Resulting in Risk of Injury

A couple from Troy are in jail facing child neglect charges.
Police say they searched the home of 29-year old Lucas Buckhannon and 30-year old Jamie Farrar. According to police 14 dogs were in the home, which smelled of urine and feces. Four children between the ages of 1 and 4 allegedly had animal scratches, and three of them appeared to be malnourished.
The pair are charged with child neglect resulting in risk of injury.
