Head Start No Longer Available In All Counties

CHARLESTON, W.Va. (AP) - State officials say the Head Start preschool program is no longer available in every county in West Virginia due to federal budget cuts.
 
The federally funded program helps prepare low-income children for elementary school and also provides them with meals and health care.
 
Due to automatic federal spending cuts, 461 classroom spots were eliminated in West Virginia.
 
The director of West Virginia's Head Start Collaboration Office told lawmakers on Tuesday that the cuts meant that the program had to be eliminated in Tucker County. Previously, all 55 counties had Head Start programs in them.

In January of 1964, Democrat President Lyndon B. Johnson declared The War on Poverty in his State of the Union speech. Shortly thereafter, Sargent Shriver took the lead in assembling a panel of experts to develop a comprehensive child development program that would help communities meet the needs of disadvantaged preschool children. Among these experts were Dr. Robert Cooke, a pediatrician at John Hopkins University, and Dr. Edward Zigler, a professor of psychology and director of the Child Study Center at Yale University.

Part of the government’s thinking on poverty was influenced by new research on the effects of poverty, as well as on the impacts of education. This research indicated an obligation to help disadvantaged groups, compensating for inequality in social or economic conditions. Head Start was designed to help break the cycle of poverty, providing preschool children of low-income families with a comprehensive program to meet their emotional, social, health, nutritional and psychological needs. A key tenet of the program established that it be culturally responsive to the communities served, and that the communities have an investment in its success through the contribution of volunteer hours and other donations as nonfederal share. And once again, this liberal "equality" agenda of the left does not work! Not surprised!

With welfare dependency growing exponentially every year, it's obvious that Head Start has NOT worked in helping the poverty stricken 'improve' their circumstances as the children of the lifetime dependents continue the trend and become the next generation of govt dependency! PARENTS should be teaching their children the 'basics' before starting the first grade. Head Start does not do what people 'claim' it does. The stats prove this! Welfare roles prove this! You cannot 'cure' laziness by coddling them and enabling them as the left tends to do every election cycle to get votes. To change this sad trend...politicians must stop using it and these people as their 'pawns' for getting elected. Good luck with that!

In 1982 Pres. Ronald Regan proclaimed October as Head Start Awareness Month in order to educate the public about this long standing educational program. Head Start was initiated under the direction of Pres. Lyndon Johnson in 1965. It is the longest standing national kindergarten readiness program. In the last 45yrs. over 25 million children and families have been served. So what does Head Start do? It is a preschool program for children ages birth to 5yrs that live in poverty. Programs nationwide value a curriculum that gives each child a quality education to prepare them for school years ahead. Head Start is much more than a preschool program or "babysitting" service. It's mission is to focus on the whole child and family, to remove barriers in order to reach success. There are health services (medical, dental, nutrition and mental health) available to both children and families. Special needs/disabilities services are coordinated and implemented. Head Start offers resources to parents ranging from information to educational workshops. The staff are not government employees and don't get paid government employee wages. The average beginning teacher assistant makes minimum wage and as they attend trainigs and college courses to improve they will see a pay raise just like any other employer. Here is a tid bit from Pres. Ronald Regan's proclamation, "Perhaps the most significant factor in the success of Head Start has been the involvement of parents, volunteers, and the community. Their commitment and the services provided by dedicated Head Start staff have been instrumental in creating a quality program that truly provides young children with a "head start" in life." So as recap Head Start is a Kindergarten Readiness Program that serves children in poverty. Children attending Head Start and their families have access to resources to help them succeed. Not all children attending Head Start are living in poverty. A max of 10% of all enrolled may be over income children. Head Start focuses on the whole child (Physical, mental, social, emotional and promoting a healthy, clean, safe learning environment.) Parents,volunteers and community are involved with the making of lesson plans and program itself not just staff. Parents are strongly encouraged to work hand in hand with Head Start whether it be by volunteering thier time in the classroom or working on projects with their child, attend meetings and trainings that promote parent education as well as their children. Head Start is not babysitting. It is not operated by the government only recieves government funding. Head Start is the only governmentlly funded kindergarten readiness program available. Head Start gives a head start to those who are at high risk of falling through the cracks of the regular school system. It intervenes and educates families so the child can be successful.

WHy do 'low-income' families need govt to prepare their children for elementary school? "Teaching" requires no govt involvement or money. YOu show and 'do' things to prepare your kids. How about pressuring these so called low-income mothers and fathers to do their duty and teach and prepare their own children like the rest of us did. THis is the most ridiculous thing to have ever started. ALl it really is is a babysitting place and gives them an excuse to not do their parental job by handing that job over to govt employees/taxpayers.
