Senate Panel Tweaks Gov. Tomblin's Ed Bill

CHARLESTON, W.Va. (AP) - Gov. Earl Ray Tomblin's proposed overhaul of West Virginia schools has cleared its first legislative hurdle, but with several changes.
The Senate Education Committee amended key provisions on Tuesday before advancing the bill.
One change requires at least four faculty senate meetings annually. Tomblin reserved no days in his bid to ensure 180 days of student instruction each school year.
Another change would no longer count athletic tournaments toward instructional days.
The bill still gives principals a say on hiring, but the committee barred them from recommending relatives.
Tuesday's amendment would limit Tomblin's proposed reposting of classroom teaching vacancies. They could be reposted just once, and only if less than three people applied the first time.
The amended bill still allows the nonprofit Teach for America program into state classrooms.
