KW or keep working. That's the kind of grade the superintendent of schools would have given West Virginia schools.

Dr. James Phares made that statement when 5 News asked him about annual Quality Counts report.

The report is a gage of education across the country.

West Virginia got top remarks, but got an "F" in student achievement.

Phares told 5 News he would have liked to an "A +" across the board, but since they didn't get that grade he said there's still work that needs to be done.

West Virginia finished overall in the top 10, and got an "A" in standards, assessment,  and accountability.

Phares said to change the negative remarks he wants to give students better conditions to learn. He also mentioned that he wants to make it easier for county boards of education to make decisions. Phares told 5 News he believes they know their individual needs, and they're better suited to handle a problem when it comes up.

"The good marks is an indication of the great work that's taking place in all of our schools," Phares said. "We're going to keep working and we're going to try and keep improving."
