He was born in Sutton on June 12, 1953, a son of Virginia Ratliff Conley and the late Michael “Dink” Conley. On March 1, 1991, Joe married his one true love, Rebecca “Becky” Jo Skinner. Joe and Becky shared the joys of life and raising their two children for just over 30 years and she will miss him dearly. Joe continued his employment at Braxton Lumber company for 24 years until he retired in 2018. Raising a garden was Joe’s favorite hobby and he especially enjoyed growing tomatoes.
