The shooting wasn't a random act, Morgantown Police Chief Ed Preston said in a press release Monday.
The initial shots fired call came in at 3:25 a.m. near the intersection of Chestnut Street and Wall Street, the press release said.
Investigators said a group of people involved in a verbal fight at the 4th and Goal bar left the area and went toward the Chestnut Street parking garage. While the victim was waiting for his friend to pick him up, police said a man got out of his car and fired a single shot at his arm.
The victim left the area and went to Ruby Memorial Hospital. He has since been released. His name isn't being released.
The suspect took off in a silver-colored Ford Flex. Police described the suspect as a tall, heavyset black man wearing a black jacket and blue jeans.
The WVU emergency alert system warned students to avoid the area Sunday morning shortly before 4 a.m. The all-clear was given an hour and a half later.
